What is the Transportation Improvement Program (TIP) ?
The Transportation Improvement Program (TIP) is a fiscally constrained financial plan of transportation projects approved to receive federal funding over the next four years. The document also shows regionally significant projects which will not receive federal funding. Projects in the TIP are transportation priorities for the region and include transit, roadway and highway, bicycle and pedestrian, rehabilitation, and transportation operations projects.
This TIP includes a 5th fiscal year (2019) project list for illustrative purposes. This will allow the Regional Transportation Commission of Southern Nevada (RTC) to streamline the next amendment and keep four active years of the TIP over the next two years.
The Regional Transportation Commission of Southern Nevada (RTC) is the Metropolitan Planning Organization (MPO) for Southern Nevada. In this capacity, the RTC must develop the TIP in collaboration with local governments, transit and transportation agencies, and the Nevada Department of Transportation (NDOT). The RTC must also engage the public in the TIP development process.
The 2013-2035 Regional Transportation Plan (RTP) will also be amended to reflect the changes to the projects proposed the in the 2015-2019 TIP. The amendment to the RTP includes an updated air quality conformity analysis and determination which asserts TIP conforms with the applicable State Implementation Plans for air quality.
2015-2019 TIP Development Schedule
February 5, 2014 (9:00 a.m.) – A workshop was held to inform the public on the TIP development process. The Call for Projects was initiated. Project sponsors were informed of projects currently programmed in the existing TIP.
February 27, 2014 (9:15 a.m.) – The Executive Advisory Committee had initial discussions about the Surface Transportation Program list and Congestion Mitigation and Air Quality Improvement Program project list.
March 5, 2014 – Deadline for Project sponsors inform the RTC of changes to the regionally significant project list which require an air quality conformity analysis and redetermination.
March 11, 2014 (1:30 p.m.)– A workshop was held to have initial discussions about the Transportation Alternatives Program project list.
April 1, 2014 – The Call for Projects ends and all project information and applications are due to the RTC.
June 24 – July 23, 2014 – The public was provided the opportunity to comment on the TIP during a 30-day public comment period.
June 25, 2014 (1:30 pm) – The project list included in the TIP was presented to the Transportation Access Advisory Committee (TAAC).
June 26, 2014 (9:15 am) – The projected list included in the TIP was presented to the EAC.
July 8, 2014 (9:00 a.m.) – The Metropolitan Planning Subcommittee recommended approval of the TIP.
July 9, 2014 (4:00 pm – 6:00 pm) – A public meeting was held to inform the public about the TIP and its contents.
June 30, 2014 (1:30 pm) – The TAAC recommended approval of the TIP.
July 31, 2014 (9:15 a.m.) – The EAC recommended approval of the TIP.
August 14, 2014 (8:45 a.m.) – The RTC Board of Commissioner adopted the TIP. Inclusion of the TIP into Nevada Deportment of Transportation’s Statewide TIP and federal approval are pending.
