The 11 – Boulder City Bypass
UPCOMING EVENTS/MEETING FOR THIS PROJECT
WHAT IS IT?
Boulder City Bypass Phases 1 and 2 (shown above) are two segments of a future 4-lane limited access freeway that will reduce traffic congestion along US 93 and intersecting streets in Boulder City, Nevada.
Phase 1 is approximately 3 miles long and will extend from I-515 at Foothills Drive to US 95. Phase 1 is being developed by the Nevada Department of Transportation (NDOT).
Phase 2 is approximately 12 miles long and will extend from US 95 to the recently completed Nevada Interchange at SR 172 (the road to Hoover Dam). Phase 2 is being developed by the Regional Transportation Commission of Southern Nevada (RTC).
WHY “THE 11”?
It’s a nickname. The Boulder City Bypass may become part of a proposed Interstate 11 freeway that will run between Phoenix and Las Vegas (and, potentially, from Mexico to Canada) that is currently being studied by NDOT.
WHAT IS RTC’S INVOLVEMENT?
In an effort to accelerate delivery of the project, the Nevada Legislature (2011) approved Senate Bill 506 (SB 506), which authorizes the RTC to enter into one or more Public-Private Partnerships (P3s) to design, construct, develop, finance, operate or maintain a toll road demonstration project for the Boulder City Bypass.
RTC and its engineering and financial services consultants are working with NDOT and the Federal Highway Administration (FHWA) to hold public information meetings, conduct traffic, toll revenue, and financial analyses, develop more detailed engineering plans, perform cost estimates, and establish rights-of-way for the Phase 2 project.
After the completion of these studies, RTC will evaluate various P3 arrangements and funding scenarios to determine if the Phase 2 project can be feasibly constructed, operated, and/or maintained as a toll road, and if this method of project delivery provides a good value to the public.
RTC and its consultants will also provide support to NDOT during its review of the approved Record of Decision (ROD) and update of the Environmental Impact Statement (EIS) to reflect the potential development of the project as a toll facility.
WHEN WILL THE PROJECT HAPPEN?

RTC anticipates that the above engineering and financial analyses will be completed by the spring of 2013. At that time, RTC will provide an update(s) to the Legislature pursuant to SB 506 regarding the Phase 2 project’s financial feasibility.
If the Phase 2 project is determined to be financially feasible, RTC anticipates that construction could begin in 2015/16, with completion in 2018/19.
