General Manager Jacob Snow
Jacob Snow General Manager Jacob joined the RTC in July 1999 as its General Manager. The RTC is one of the few agencies in the nation that serves as the street and highway planning and funding agency, the regional freeway and arterial traffic management agency, and the regional transit provider. He recently led the agency’s implementation of its rapid transit Gold Line and its C-Line commuter service – both debuted in March and have been very successful to date.

Jacob is actively involved in national transportation issues. He is currently on the board for the Association of Metropolitan Planning Organizations and he’s a former board member for the American Public Transportation Association.

Jacob was named the Government Official of the Year from the Associated General Contractors and Public Administrator of the Year from the American Society of Public Administrators. He graduated Summa Cum Laude from Brigham Young University with a Bachelor of Science degree in Geography. He also holds a Masters Degree in Urban Planning from BYU and an accreditation from the Association of American Airport Executives. Prior to the RTC, Jacob served as the Assistant Director of Aviation for McCarran International Airport in Las Vegas.

Jacob and his wife, Cheryl, have three children.

Deputy General Manager Tina Quigley
Tina Quigley Deputy General ManagerTina joined the RTC in November 2005 as Deputy General Manager, responsible for overseeing the day-to-day operation and administration of the agency.  Prior to joining the RTC, Tina worked as the Assistant Director of Planning & Construction for the Clark County Department of Aviation for 15 years. 

Tina was recently named one of Southern Nevada’s Women to Watch for 2009 by In Business Las Vegas and has also been honored by that publication as one of our community’s top 40 business people under 40.   She is also very active in the community and serves as the Membership Chair for Nevada Women’s Philanthropy – an organization established to address the needs of the greater Las Vegas community.  Tina also sits on the Clark County Credit Union’s Audit Committee and regularly volunteers her time for fundraising efforts at Frank Lamping Elementary School. 

Tina holds a Bachelor of Science degree in Aviation Business and Planning and is currently a member of the American Public Transit Association.

She and her husband, Dale, have two young children.
